This is a project to help preserve them and, in some instances, highlight them as tourist attractions. 1982 Regional Energy Plan Created largely in response to rising energy costs, the Regional Energy Plan examined the economic and environmental benefits of energy conservation. Although over twenty years old, many of the Plans observations and recommendations are still valid today.
