What is the Regional Plan for the Berkshires?

The Regional Plan for the Berkshires is an articulation of the shared aspirations, values, and concerns of those who live in the Berkshires and aims to provide continuing guidance for change in the region. Developing a common vision and outlining a unified approach to problem solving in the region, the Plan strives to depict a desired future for the Berkshires on matters of land use, natural resource management, transportation, economics, housing, and community resources. In addition to a comprehensive inventory of existing conditions, the Plan contains guiding principles, policies, approaches, and specific work elements for the Berkshire Regional Planning Commission, its communities, state government and the private sector suggesting how the region might develop. It is hoped the Plan will provide the framework for the coordinated, orderly, and efficient growth of the region.

Advisory in nature, the Plan is not intended as a regulatory tool. It is intended to provide guidance and information for communities as they work toward strengthening local government.

The Plan is based on four Guiding Principles, or broad statements of intent:

  • Spatial efficiency in land use development and management
  • Preservation of sensitive environments and open space
  • Economic development and fiscal responsibility
  • Social equality and quality of life
How will the Regional Plan help your community?

Communities in the Berkshires are concerned about their quality of life. They are also concerned about the inefficient use of land and the unforeseen and costly new public expenditures that accompany it, the inadequate levels of economic growth, and changing demographics. The Plan, it is hoped, will serve as a forum and a mechanism for discussion among the region's leaders and citizens regarding these and other issues.

The Plan can be used as a regional guideline for local planning efforts, as well as a useful source for current information. Planning strategies from the toolbox can be selected and tailored to community needs. In addition, BRPC will use the Plan as a basic foundation for its day-to-day operations and will make every effort to advance the concepts in the Plan. Adoption of the Plan means that BRPC commits its staff and program resources to achieving community and regional goals.

The Plan is primarily advisory in nature, purpose, and effect. It is intended to strengthen local government by providing guidance and information. Towns and cities are encouraged to develop plans that reflect the goals and objectives of that community. Consistency with the Regional Plan will ensure that planning occurs in a coordinated fashion and that municipal plans are compatible with one another.
