District Local Technical Assistance Summaries 2016

BRPC provided assistance for the following projects:

I. Awards under the Community Compact Cabinet (CCC) Program

Clarksburg Green Communities: BRPC staff will assist the Town of Clarksburg with developing a conservation and energy use reduction strategy and to help the town fulfill the other requirements to qualify for the Green Communities designation from the Massachusetts Department of Energy Resources.

Pittsfield Brownfields Redevelopment Plan: BRPC staff will assist the City of Pittsfield with developing a brownfields redevelopment plan that will include an inventory of the known or suspected brownfield sites, evaluate the site’s potential for reuse and identify site specific strategies for redevelopment.

Pittsfield Subdivision Regulations: BRPC staff will assist the City of Pittsfield with updating its subdivision regulations to include current best practices for subdivision design and construction that includes incorporating principles of complete streets.  

Berkshire County Educational Task Force Assistance: BRPC staff will assist the Berkshire County Educational Task Force with developing a plan for sustainable education in Berkshire County.

Lee/Lenox/Stockbridge Shared Services: BRPC staff will assist the three-town advisory committee to develop recommendations for the municipalities in terms of the feasibility and cost effectiveness of sharing municipal services.

 

II. Awards under Planning Ahead for Growth, Housing and Non-CCC Regionalization

Great Barrington Housing (40R): BRPC staff will assist the Town of Great Barrington with the creation of a Chapter 40R Smart Growth Overlay District in its downtown area.

Williamstown Housing: BRPC staff will assist the Town of Williamstown, in partnership with the Massachusetts Housing Partnership, in exploring strategies for increasing the amount of alternative housing types (e.g. multi-family housing) available in the town.

Cheshire Master Plan Organization: BRPC staff will provide guidance and technical assistance to the Cheshire Master Plan Committee as it develops the town’s first master plan.

Clarksburg Zoning: BRPC staff will assist the Town of Clarksburg with updating its zoning bylaws to position the town for sensible future growth.  

Dalton Master Plan: BRPC staff will assist the Dalton Master Plan Committee in developing an update to the town’s outdated master plan.

Egremont Commercial Outdoor Recreation Bylaw: BRPC staff will assist the Town of Egremont with developing a commercial outdoor recreation zoning bylaw that simultaneously meets the needs of the business owners and addresses the concerns of nearby property owners.

Hinsdale Master Plan Organization: BRPC staff will assist Town of Hinsdale by organizing a master plan committee and guiding the committee in its work to develop the town’s first master plan.

New Marlborough Open Space & Recreation Plan: BRPC staff will assist the Town of New Marlborough with an update to its outdated Open Space & Recreation Plan.

North Adams Zoning: BRPC staff will assist the City of North Adams with updates to its zoning ordinances to improve the efficiency of its permitting process and to provide for more commercial as-of-right uses.

Sandisfield Master Plan Implementation: BRPC staff will assist the Town of Sandisfield with completing and adopting its first master plan and implementing several of the priority activities identified in the new master plan. 

Regional Shared Services: BRPC staff will assist the Towns of Dalton and New Marlborough with exploring the feasibility of regionalizing municipal services.

Northeast Gas Pipeline: BRPC staff will provide technical assistance to a working group consisting of representative from those communities likely to be affected by the proposed Kinder Morgan natural gas pipeline. The working group allows communities an efficient means of communication, education and collaboration related to the proposed pipeline and Federal Energy Regulatory Commission (FERC) process.

Regional Aging Friendly Housing: BRPC staff will work with regional partners to hold an aging in place forum to identify the needs and barriers to aging in place for Berkshire County residents.  

Regional Economic Development: BRPC staff will work with the Berkshire Comprehensive Economic Development Strategy (CEDS) Committee to pursue an Economic Development District designation from the U.S. Economic Development Administration and to develop an updated CEDS plan for the region.

Rest of River: BRPC staff will provide technical assistance to the six (6) “Rest of River” communities (Pittsfield, Lenox, Lee, Stockbridge, Great Barrington and Sheffield) in negotiations with General Electric (GE) regarding compensation for socio-economic damages related to the pending cleanup efforts of the Housatonic River. This work entails coordinating the Rest of River working group and its response to the proposed remedy as the EPA and GE continue its dispute over the cleanup plan.
