HOUSING VISION FOR THE BERKSHIRES IMPLEMENTATION REQUEST FOR PROPPOSALS

Sealed price and non-price proposals for furnishing the following item will be received by the Berkshire Regional Planning Commission (the Commission) in the Office of the Executive Director until the time specified below at which time the non-price proposals will be opened in the presence of witnesses and read. This is not a public opening.

Housing Vision for the Berkshires

The contract shall be awarded to a responsible and responsive offeror deemed to have submitted the most advantageous proposal taking into consideration price and the evaluation criteria set forth in the Request For Proposals, (RFP)

The RFP may be obtained from the Office of Executive Director, 1 Fenn Street, Suite 201, Pittsfield, MA 01201, after 12 Noon on March 24, 2023, and thereafter between 9:00 A.M. and 4:00 P.M. Monday through Thursday until April 13, 2023.

The non-price proposals shall be opened in the Offices of the Executive Director at the date and time set forth herein above. Proposals will not be opened publicly but shall be opened in the presence of one or more witnesses. A register of proposals shall be open for public inspection The price proposals shall be opened upon completion of the evaluation process set forth in the RFP.  No Pre-proposal Conference will be held for this procurement.

The project is being funded by a grant from the Massachusetts Department of Housing and Community Development.  All bids for this project are subject to applicable public bidding laws of Massachusetts, including G.L. c.30B, §6 as amended.

The Berkshire Regional Planning Commission is an affirmative action/equal opportunity purchaser.

The proposer agrees that its proposal shall be good and may not be withdrawn for a period of 30 days, Saturdays, Sundays, and legal holidays excluded, after the opening of the proposals.

The Commission reserves the right to waive any informality, to accept or reject, in whole or in part any or all proposals, or take whatever other action may be deemed to be in the best interest of the Commission.
