Unpaved roads are part of the rural character of Berkshire County, yet they pose challenges as we experience increased intensity of precipitation events and multiple winter freeze/thaw cycles. The 2025 Unpaved Roads Stormwater Management Toolkit is designed to provide a path forward for DPW staff to understand how to assess their unpaved roads and determine which unpaved road best management practices (BMPs) once installed will help resolve identified issues. This Toolkit provides designs and guidance to support the installation of many recommended BMPs. Funded by the Massachusetts’ Municipal Preparedness Program, the 2024 Toolkit first developed by Franklin Regional Council of Governments (FRCOG) was further developed with the support of FRCOG and Pioneer Valley Planning Commission.
