The Berkshire Regional Planning Commission (BRPC) is seeking quotes from qualified graphic designers or graphic design firms to provide design services in support of BRPC programs. Initially, this contract will focus primarily on initiatives related to substance use prevention and response, mental health promotion, and child/ adolescent development, with potential support for other BRPC programs and projects as needed.
The selected designer will work closely with BRPC staff and the BRPC Communications Consultant to translate approved messaging into effective, accessible, and grant-compliant visual materials for a variety of audiences across Berkshire County.
Contract Term and Budget
• Contract Period: July 1, 2026 – June 30, 2027
• Maximum Contract Amount: Not to exceed $49,000
• Payment Structure: Invoiced based on actual hours worked at an agreed-upon hourly rate, or other mutually agreed billing structure, subject to BRPC approval
• Funding: This contract will be funded by a combination of federal, state, and other grant/ funding sources, subject to availability of funds
Scope of Services
The Graphic Designer will provide design services to support strategic communications and outreach activities across multiple BRPC initiatives. Tasks may include, but are not limited to:
Design Development
• Design and update print and digital materials such as:
o Flyers, rack cards, posters, and brochures
o Social media graphics and digital toolkits
o Newsletter layouts and templates
o Presentation decks and infographics
o Promotional materials for community outreach events
• Adapt existing materials and templates to align with updated messaging, audiences, and/or funder requirements
Coordination and Collaboration
• Work in close coordination with BRPC staff and the Communications Consultant to ensure visual materials align with approved messaging, audience strategy, and communications plans
• Participate in planning meetings or check-ins as needed to support project timelines and coordination
• Incorporate feedback from BRPC staff, consultants, and project partners in a timely and professional manner
Accessibility, Compliance, and Quality
• Ensure materials are clear and accessible to intended audiences
• Ensure all materials comply with federal, state, and grant-specific branding and acknowledgment requirements
• Prepare final deliverables in formats suitable for both print and digital dissemination
• Provide final design files and source files to BRPC for archival and future use; all work products will be public property
Required Qualifications
Respondents must demonstrate:
• Professional experience providing graphic design services for nonprofit, public sector, and/or community-based organizations
• Experience designing materials related to public health, substance use, mental health, and child- and adolescent-focused initiatives
• Ability to collaborate effectively with multi-disciplinary teams, communications professionals, coalitions, and community partners
• Experience working within grant-funded environments, including responding to iterative feedback and compliance requirements
• Proficiency with standard professional design software and production workflows
• Familiarity with Berkshire County communities, stakeholders, and media landscape
• Experience supporting multi-year projects and adapting communications strategies over time

1. Brief overview of qualifications and interest
2. Examples of relevant design work (particularly public health, prevention, or community outreach materials)
3. Description of how the respondent typically collaborates with communications consultants, community partners and project staff
4. Description of relevant past work (preferably Berkshire-region projects)
5. Proposed hourly rate and estimated level of effort, or alternate pricing structure
o Confirmation that total costs will not exceed $49,000 for the full contract period
6. Resume(s) or Firm Profile
Evaluation Criteria
Quotes will be evaluated based on:
• Quality and relevance of portfolio materials
• Experience with public health, community-based work, or related work
• Ability to collaborate effectively with communications and program staff
• Understanding of grant-funded or related workflows
• Ability to comply with grant/ funder requirements and deadlines
• Cost competitiveness and value
BRPC reserves the right to negotiate scope, schedule, and compensation with the selected respondent.

• The selected consultant will be engaged as an independent contractor
• All work products produced under this contract will be considered public property and may not be copyrighted
• Contract award is subject to availability of funds and execution of a mutually acceptable contract
