District Local Technical Assistance - 2013
The Berkshire Regional Planning Commission receives funds directly from the Commonwealth of Massachusetts to provide direct technical assistance to communities in Berkshire County. Each year the Massachusetts Department of Housing and Community Development defines the types of projects eligible for DLTA funding. In 2013, the eligible project categories are (1) Planning Ahead for Housing, (2) Planning Ahead for Growth, and (3) Supporting Regional Services. BRPC issued a solicitation for projects in November 2012 and received twenty-one (21) applications for assistance. Eighteen (18) projects were selected for funding and three (3) projects were voluntarily withdrawn by the applicants. The eighteen (18) projects selected for funding are listed below. Each successful applicant is paired with a designated BRPC staff with the relevant expertise to accomplish the identified goals of the project.
Note: DLTA funding is provided as a line item in the annual state budget and is never guaranteed the following year. If you find the program useful please contact your state representative and ask him or her to include the DLTA program in the next state budget.
Adams Workforce Housing Development
BRPC staff will provide assistance to the Town of Adams to develop strategies for increasing the amount and availability of workforce housing in the town.
Cheshire Renewable Energy Zoning Bylaw
BRPC staff will provide technical assistance to the Town of Cheshire to develop zoning amendments to allow and regulate various types of renewable energy generation facilities.
BRPC staff will work with the Town of Dalton to complete a technical review of documents relating to the conversion of the Old Dalton High School into affordable housing.
Dalton Solar Request for Proposals
BRPC staff will provide technical assistance to the Town of Dalton to identify and procure a solar developer to install a solar photovoltaic system on municipal property.
Egremont Village Center Zoning
BRPC staff will provide assistance to the Town of Egremont to develop a village center zoning district in order to reduce the instances of non-conformity and allow the continuance of the historic village pattern.
Great Barrington & Sheffield Housing Needs Analysis
Great Barrington & Sheffield
BRPC staff will provide technical assistance to the Towns of Great Barrington and Sheffield to complete a comprehensive housing needs study for each community.
Housatonic River – Rest of River Cleanup
Pittsfield, Lenox, Lee, Stockbridge, Great Barrington, Sheffield
BRPC staff will provide technical assistance to a group of municipalities in order maintain an unified an open dialogue with state and federal officials and research the feasibility of creating a compensation mechanism to address economic losses likely to be sustained by certain municipalities as a result of the cleanup.
Lee/Lenox Sign Bylaws
Lee & Lenox
BRPC staff will provide technical assistance to the Towns of Lee and Lenox to develop zoning amendments to the respective town’s sign bylaws.
Municipal Performance Measures
BRPC staff will provide technical assistance to a group of municipalities to research and develop municipal performance measures to improve the efficiency and cost effectiveness of municipal governments.
North Berkshires Shared Cultural Calendar
North Adams, Adams, Williamstown
BRPC staff will provide technical assistance to a group of municipalities to research, identify and implement a shared online calendar system for the posting of events in the North Berkshire region.
Otis Community Development Planning
BRPC staff will provide technical assistance to the Town of Otis to plan for the expansion of its existing sewer and water infrastructure and to complete an inventory of municipal properties.
Pittsfield Slum & Blight Report
BRPC staff will provide technical assistance to the City of Pittsfield to update and expand a slum and blight study of a select area of the downtown.
BRPC staff will provide technical assistance to a group of municipalities to complete a regional inventory of potential brownfield sites and carry out other regional brownfields planning activities in coordination with the Berkshire Brownfields Program.
Regional Wastewater Study
Pittsfield, Lenox, Dalton, Hinsdale, Lanesborough, Richmond
BRPC staff will provide technical assistance to a group of municipalities to identify strategies for inter-municipal cooperation on wastewater treatment.
Richmond Shores Zoning
BRPC staff will provide technical assistance to the Town of Richmond to develop zoning amendments that will reduce the instances of non-conformity in a certain neighborhood, while allowing context appropriate development.
Sheffield Community Development Planning
BRPC staff will provide technical assistance to the Town of Sheffield to develop a Community Development Strategy.
West Stockbridge Village Center Zoning
BRPC staff will provide technical assistance to the Town of West Stockbridge to develop zoning amendments that will reduce the instances of non-conformity in the village area and allow for the reproduction and continuance of the historic village pattern.
WiredWest Community Anchor Institutions
BRPC staff will provide assistance to the WiredWest Communications Cooperative, a forty (40) town municipal lighting plant cooperative, to develop a service agreement to allow WiredWest to serve as a service provider to Community Anchor Institutions.
