Thomas Matuszko, AICP
Responsible for overall operation of the agency, under the direction of the Commission. Represents the agency with local, regional, state and federal officials and agencies. Manages staff to ensure that the agency missions, as well as regional and local needs, are being met and that adopted regional policies are complied with. Leads staff efforts on major regional initiatives on behalf of BRPC and oversees agency budget and finances.
Oversees office management and human resource functions for the agency. Supervises administrative staff. Provides support to the Commission and its committees. Assists in the agency financial management and reporting. Develops and implements BRPC personnel, operating policies and procedures.
Principal Finance Administrator
Directs accounting activities related to daily business operations. Processes payroll, prepares bill payments, manages accounts receivable and prepares financial statements. Assists with audit by outside accountant.
Kate Hill Tapia
Serves as staff person for land use and zoning projects, training, and technical assistance requests. Additional areas of work include comprehensive planning, such as Master and Open Space plans, and plan implementation.
Community Development & Housing
Program Manager, Community Development, Housing and Regional Services
Manages the Community Development, Housing and Regional Services program. Provides leadership and guidance on technical aspects of Community Development, Housing and Regional Services program, including affordable housing initiatives, infrastructure projects and Community Development Block Grants (CDBG) projects. Develops and administers the Community Development, Housing and Regional Services program budget.
Serves as the Housing Specialist in the Regional Services, Housing & Community Development Program; provides day to day project coordination for CDBG housing rehabilitation projects.
Berkshire Group Purchasing Program Coordinator
As Group Purchasing Coordinator: Assists 28 Berkshire County communities in purchasing products and services through a competitive bidding process that includes all aspects of MGL Chapter 30B bidding, such as Chapter 90 pre-qualification for MassDot projects and Highway products through the solicitation of bids for a variety heating and fuel products for municipal needs.
Data & Information Services
GIS, Data and IT Manager
Manages GIS (Geographic Information System), data and information technology services. Manages Berkshire Benchmarks program. Provides oversight of BRPC’s network, web page and computer hardware and software. Provides oversight of emergency preparedness and hazard mitigation planning.
Economic Development Program Manager
Serves as the lead staff person for economic development planning which includes working with municipalities on specific municipal economic development actions and coordinating the CEDS (Comprehensive Economic Development Strategy) process according to the requirements of the Economic Development Administration.
Wylie Goodman, M.R.P.
Assists Berkshire county municipalities and businesses in their economic recovery and improved resilience to future economic disruptions, supporting a range of economic development planning activities at the local and regional level.
Environmental & Energy Planning
Environmental and Energy Program Manager
Manages the Environmental and Energy program including the Berkshire Brownfields Program. Supervises the Environmental and Energy staff. Provides leadership and guidance on technical aspects of Environmental and Energy programs. Develops and administers the Environmental and Energy Program budget.
Works on projects related to municipal vulnerability preparedness, natural hazard mitigation, 604b and S.319 water quality programs, and NPDES stormwater requirements.
Assists communities and conservation organizations to create a more sustainable and resilient Berkshire region. Primary focus is clean energy planning, including reducing energy use and identifying renewable energy opportunities, addressing natural hazards and climate change impacts, and protecting the natural environment.
Public Health Program Manager
Manages the public Health program. Supervises public health staff. Provides leadership and guidance on technical aspects of public health programs. Develops and administers the Public Health Program budget.
Serves as the lead staff person for all substance misuse programs and is the coordinator of the Berkshire Opioid Abuse Prevention Collaborative (BOAPC).
Serves as the emergency preparedness liaison to Town Boards of Health and is involved in a variety of emergency preparedness activities. Also works on smoke free environments and smoke free worksites, and assists on a variety of other public health projects.
Serve as a lead staff person for complex Public Health Projects, including emergency preparedness planning activities and support to the Berkshire Public Health Emergency Preparedness Coalition.
Serves as Public Health Planner, who is primarily working on substance misuse and emergency preparedness projects. She also helps support the Berkshire County Boards of Health Association (BCBOHA) Septic Installer program and provides support for a variety of other projects.

Manages the transportation planning program. Supervises transportation planning staff. Provides leadership and guidance on technical aspects of transportation planning programs. Develops and administers the Transportation Program budget.
Anuja Koirala, AICP
Principal Transportation Planner
Serves as a lead staff person for transportation planning projects involving highway projects and transit planning. Responsible for development of Regional Transportation Improvement Program (TIP).
Senior Transportation Planner
Serves as lead staff person for regional transportation planning including road condition pavement management, safety & performance measures, corridor planning, and bicycle and pedestrian planning.
