2024 Regional Transportation Plan

Every four years, the Berkshire Metropolitan Planning Organization (MPO) updates the Regional Transportation Plan (RTP), sometimes referred to as a Long-Range Transportation Plan (LRTP). This plan looks at up to 20 years into the future to determine the region’s long-range transportation needs and what projects should be recommended and budgeted.

Electric Vehicles and Charging Stations

The Berkshire County Electric Vehicle Charging Station Plan seeks to educate on the current state of electric vehicles (EVs), charging station technology, and to equip municipal stakeholders with information to make strategic decisions concerning EV charging station investments. The shift to electrify transportation represents a critical opportunity to decarbonize the transportation system. As part of this work, the plan calls for establishing a charging station working group.

Metropolitan Planning Organization (MPO)

The Berkshire Metropolitan Planning Organization (BMPO) is responsible for conducting the federally required metropolitan transportation-planning process that is often referred to as the 3C process: continuing, cooperative, and comprehensive. The MPO uses this process to develop a vision for the region and then decides how to allocate federal and some state transportation funds to programs and projects—roadway, transit, bicycle, and pedestrian—which support the vision shared by all 32 cities and towns in Berkshire County.

Safe Streets and Roads for All

Pursuant to our regional planning goals, BRPC has applied for and been awarded a Safe Streets and Roads for All (SS4A) Action Plan grant of $198,593 from the Federal Highway Administration (FHWA). The SS4A program is funded under the Infrastructure Investment and Jobs Act (IIJA), otherwise known as the Bipartisan Infrastructure Law (BIL). This grant is an 80/20 split, with 80% of the financing provided by the FHWA, with 20% contributed via local match. The Massachusetts Department of Transportation (MassDOT) has agreed to provide the 20% matching financing of $49,648. The total grant award is therefore $248,241.

This initiative will develop a Comprehensive Safety Action Plan (CSAP) for Berkshire County, whose purpose is to recommend capital projects and policy and program changes to reduce fatalities and serious injuries on our roads to zero in the foreseeable future.

Coordinated Transportation Planning

Berkshire Regional Planning Commission (BRPC) provides staff support to the Berkshire Metropolitan Planning Organization (MPO). Documents developed and endorsed by the MPO include the Transportation Improvement Program (TIP), the Unified Planning Work Program, and the Regional Transportation Plan, as well as various special studies. Transportation Planning staff also actively participate in statewide and regional transportation studies and initiatives.
